Director, Policy Planning Budgeting Monitoring & Evaluation (PPBME)
Rev. Stephen Yaw Osei is the Director for Policy Planning, Budgeting, Monitoring and Evaluating Directorate (PPBME) of the Ministry of Works and Housing. Before he was appointment as a substantive Director, he served as the Deputy Director for PPBME for seven (7) years.
Rev. Osei holds a Master of Philosophy in Political Science and a Bachelor of Arts (Hons) in Political Science both from the University of Ghana, Legon. In addition to this, he holds a diploma in Public Administration from the Ghana Institute of Management and Public Administration (GIMPA).
He commenced his public sector career in 2000 from the Suhum Kraboa Coaltar District Assembly and then to Akuapem North District Assembly from 2001 to 2003. He moved to the Civil Service in 2004 as the Assistant Director IIA with the then Ministry of Water Resources, Works and Housing where he has served and rose through the ranks. He gained remarkable experience in policy planning, budgeting, monitoring, and evaluation.
Rev. Osei has over the past fourteen years played a key role, and currently leads the development of sector strategic development plans and the preparation of the annual budget for the Ministry of Works and Housing. Adding to this is his rich experience in project management, monitoring, and evaluation, public governance and administration as well as his dispassionate analysis for developmental issues, especially issue bothering on sustainable development. He has specialized in diverse areas such as Policy Analysis, Gender Mainstreaming in the Public Service Project Management, Corporate Governance as well as Public-Private Partnership. Currently, he doubles as the desk officer for Public-Private Partnership (PPP) for the Ministry.
