Director, Human Resource Development & Management (HRMD)
Mr. Ebenezer Sam is the Director of Human Resource Management and Development at the Ministry of Works and Housing.
He started his career as a Civil Servant at the Ministry of the Interior in 2001 and has over the years, gained experience in Policy Planning, Budgeting, Monitoring, and Evaluation.
He held various positions at the Ministry of Interior and was a key player in the preparation and development of the Ghana Shared Growth and Development Agenda I&II in 2010 and 2014 and also coordinated the preparation of the Ministry of the Interior’s Sector Programme Based Budget Document in 2014.
In 2017, the Director played a key role in the Sector Plan of the Ministry of Works and Housing for 2018-2021.
The enthusiastic officer holds an MPhil in Sociology (with a specialization in Personnel Management and Organizational Development) from the University of Ghana in 2013. He also graduated from the University of Ghana, Legon in 2001 with a Bachelor of Arts Degree in Sociology and Political Science as his basic. He has also obtained a Diploma in Public Administration and a Certificate in Project Management from the Ghana Institute of Management and Public Administration (GIMPA), Public Service School, and Shanghai Business School in China, respectively.
Until he was appointed as a Director in 2018, he was the Deputy Director for General Administration Directorate at the Ministry of Works and Housing.
Mr. Ebenezer Sam has contributed greatly in the areas of planning and preparation of public sector policies including the drafting of the frameworks that gave birth to the National Peace Architecture now the National Peace Council and the National Commission on Small Arms and Light Weapons. He also served on a number of committees and boards such as the National Commission on Small Arms Board.
He has also attended a number of conferences and workshops in Ghana and abroad. He was a member of Ghana’s delegation to the Third Meeting of State Parties to the Convention on Cluster Munitions (CCM) Oslo, Norway, 11th – 14th September 2012 and a member of Ghana’s delegation to commence discussion on the UN Programme of Action on Small Arms, USA – July 2008. He was also a member of Ghana’s delegation to the United Nations High Commission on Refugees Executive Committee Meeting on High Commissioner’s Programme, Geneva, October 2005.
