Rev. Stephen Yaw Osei is the Chief Director for the Ministry of Works and Housing.

Before his appointment as the Chief Director, he served as the Director for Policy Planning, Budgeting, Monitoring and Evaluating (PPBME) Directorate, a position he held for six (6) years.

Rev. Osei holds a Master of Philosophy in Political Science and a Bachelor of Arts (Hons) in Political Science both from the University of Ghana, Legon. In addition to this, he holds a diploma in Public Administration from the Ghana Institute of Management and Public Administration (GIMPA).

He commenced his public sector career in 2000 from the Suhum Kraboa Coaltar District Assembly and then to Akuapem North District Assembly from 2001 to 2003. He joined the Civil Service in 2004 as the Assistant Director IIA with the then Ministry of Water Resources, Works and Housing where he has served and rose through the ranks.

Prior to assuming office as the Chief Director, Rev. Osei had played a key role in the development of sector strategic development plans and the preparation of the annual budget for the Ministry of Works and Housing. His decades of practice in public policy, corporate governance and has earned him a rich experience in public governance and administration, project management, monitoring, and evaluation, as well as a dispassionate analysis for developmental issues relating to sustainable development and inclusive growth. He has specialized in diverse areas such as Policy Analysis, Gender Mainstreaming in the Public Service Project Management, Corporate Governance as well as Public-Private Partnership.
